How to open a compendium page to a specific spot

How can you define a URL that opens a compendium page to a specific spot? The compendium itself can do this, I just can't seem to see how it's happening. For example, if you search the condition Blinded in the 5e Compendium and click on the results, it will open the Conditions Compendium entry and scroll to the Blinded Entry from the TOC. However, I would like to do this from linked text within a handout, such as Elixir of Health (which cured this condition). I've tried <a href="https://roll20.net/compendium/dnd5e/Rules:Conditions/#h-Blinded" rel="nofollow">https://roll20.net/compendium/dnd5e/Rules:Conditions/#h-Blinded</a> and <a href="https://roll20.net/compendium/dnd5e/Rules:Conditions/#toc_1" rel="nofollow">https://roll20.net/compendium/dnd5e/Rules:Conditions/#toc_1</a> Neither of which scrolls to this section when I click on the linked text. It should be possible, because the compendium search is doing this.

Ah, it appears to be an issue with opening it in the table. If you click on the link in chat and select open in new tab (or window), it properly finds the header; interesting.
That is odd considering when clicking on the item in the search query from the compendium it works in the pop up window.
