Using a purchased module for a campaign. map token question.

I am helping the DM for my upcoming session learn to use Roll20 and modules but we're having some snags. The primary complaint I haven't been able to figure out with him is that the maps all seem to be tokens when he's on them and he can accidentally drag them around, or when he changes layers it seems to select the map automatically and this changes his right click menu so it no longer let shim hop between layers. Is there a way to make the maps from modules unclickable?

As long as he stays off the map layer, the maps are unclickable.

There is an API script or few that will lock things down but it requires the game creator to be a pro subscriber.
I sponsored him to be a top-level subscriber for a few months so that shoudn't be a problem. Do you have any API scripts that you would recommend to a new DM and a new DM to roll20?
I just purchased the Monster Manual and when I try and add a Giant Rat to my dungeon it doesn't work. Some item work and some don't. I'm not happy.
