NPC always rolls advantage, always whisper to GM

I'm playing a game with the Princes of the Apocalypse module, and the NPCs are always rolling two dice both for the attack roll and the damage roll when I click on their character sheet.  I've double checked the game's overall settings, and they are set to "never whisper" and "always query advantage".  I even look at the NPC's specific sheet and my preferred settings are present, though that's not how the rolls come out on the chat window.  Am I missing another setting, or is this a bug?

Sounds like a bug if they are set in the sheet and aren't doing what the settings say. But before reporting anything if you go into the game and then to the options tab above the chat (like where the journal is, but the one farthest to the right) and then scroll to the bottom of the options there's a section called "Experimental Features". There's an Apply button there you should be able to hit that to apply the settings you've picked in the game setting page to all the NPC's.
Hello Zach R., When you have the NPC's character sheet pulled up, look to the far right of the NPC's name plate when hovering your mouse over the NPC's information. You will see gear wheel icon pop up. In that setting menu, there will be a General Options area. You will find the options your looking to change there. We hope this information helps. DD - Thanks, that's the ticket!  Do you know if there's a way to apply the settings change to all NPCs that came with the adventure rather than changing it for each one as I go along?  
There is a button in the Player Settings (Chat Window - Cog Wheel tab - under Experimental Features) to "Apply Default Settings". This will update every  character sheet to have the desired option. Keep in mind this will update the PCs as well as NPCs. So if a change was not meant to affect the PCs then you will have to manually change the Character Settings for the PCs. Fortunately there should be fewer PCs than NPCs.

Further info: Some settings may not appear in that Experimental Features area unless you have altered them in the Campaign settings page.

At least, I checked a half dozen NPCs and they adopted the campaign setting after using the Apply Default Settings button.
