Attack against Saving Throws on the official Pathfinder sheet

It has recently come to my attention that when setting up an attack on the official Pathfinder sheet, we can choose to make it against other things than AC; Touch, Flat-footed, or CMD, among other things, which makes sense. However, they can also be set up to target Fortitude, Reflex or Will. However, even when that is selected, the attack is actually rolled . I essentially have two questions: 1. How do I set it up so that it displays a constant numbers, instead of rolling a D20 and adding the modifier? 2. Why was it set up that way? Or rather, when does rolling against Fortitude, Reflex or Will ever come up in Pathfinder?

Regarding: 1. => I'm sorry to say that there is no way to do that as of now, except by using an inline roll in the description for example (this could apply to any Trait or Spell-like ability with a "Description" or "Effect" attribute. 2. => This dropdown list has been overdone, and except to accomodate for house rules, Saves should not be there, you're right. 
Creatures sometimes have attacks that do NO damage but require an immediate save failure usually results in drastic damage to an ability score.
