Question regarding building character sheets with pro account

I would like to attempt to build a character sheet for the homebrew system I use. I plan on upgrading to the pro account to do this. But I'm not sure if I will be able to afford to keep up the pro account indefinitely. If my account downgrades back to a lesser status what will happen to the character sheets I have made? Will me and my players still be able to use them in my roll20 account? What will I lose with the downgrade?

First off Scott, welcome to the club. If you let your account downgrade to non-pro status after creating your sheet, you will have use of the sheet as long as you do not change the sheet for that game. You will lose the ability to edit or change the sheet code. One way around this is to create your sheet then upload it to the roll20 github so it becomes part of the drop down list of sheet templates and that will allow you to use the sheet in any game you create at any account tier.
I see, thank you for the response. How likely do you think it is for me to get my personal homebrew jank into the roll20github? also, do you have any reference besides https://wiki.roll20.net/Building_Character_Sheets like a walk through or instructions on how the sheet is created? I think with enough trial and error I can figure it out but I'm new to this.

To add to what Pat said, If your game is a homebrew, you might not be able to add the sheet to the shared library. It depends on if there's a public site for people to access the rules. If you upgrade to Pro to design the sheet, prepare for it to take longer to build the sheet than you expect (unless you are taking someone else's sheet and just making a few tweaks - if this is possible, i strongly recommend it), Once you do have the sheet ready, as Pat says you can downgrade from Pro and will still have access to that sheet. But you wont be able to keep the sheet if you copy the campaign or start new campaigns. So it's a good idea before downgrading from Pro to make a bunch of copies of the campaign, with the sheet active, give you flexibility. In conclusion: yes, it's very practical to upgrade to Pro temporarily to make you sheet, and then keep using it after you downgrade.
