Anything Better than 'To Front' and 'To Back'?

I'm map making, and I'm in the middle of detailing a map. I need some objects to be under other, a table needs to go under a lamp and such. It seems like the only way to do this is to move the object using 'to back' then proceed to move everything else in the area around (walls, floors, other objects) until everything is aligned the same way, except for the object I just pushed back. Is there a way to push an object back just one 'layer' instead of all the way?

The easiest method I found is if you just added something and it is to thw front, select the other items that need to be overlaying said object and just move them to the front before placing the item in its location. Take the table needing to be under the lamp. Just make the lamp move forward then slid the table under it.

Since I seem to have trouble keeping from moving stuff around that I don't want moved, only set up the map on the map layer.  Any smaller items, I set up on the token layer and then move them to the map layer from there to avoid messing up the map.  If you keep the order in mind, you can just put them down in the order they need to be stacked.  So you set up your rug, then the table and chair, then stuff on the table, etc.

It might be more of  short-term hassle, but if you download your assets and build in a graphics program, not only do you get more powerful tools to work with, but the final uploaded map will only be one graphic, which will improve performance.
