Maps offset on GM layer

I'm working on maps for an upcoming game and want to have an annotated map on the GM layer so I can see it but my players can't. I can get it lined up on the token layer to match up with my player's map but when I try to move it to the GM layer, it moves from where I had it and is very far offset from where I had first positioned it. It won't let me not snap it to grid. Help?
Hello Dreamcatcher, I am sorry to hear that you have encountered this issue with trying to use a map on the GM layer. Can you provide us a screenshot of this issue as well as the name of the campaign this issue is happening in? Additionally, to rule out potential issues,  please carefully work through these steps of our guide to   Solving Technical Issues : Step 1: Make sure to use the right browser Please check if these issues persist when using both Chrome  and  Firefox. Step 2: Ensure that there are no extensions/addons interfering with Roll20 Please disable  all  add-ons/extensions. Step 3: Clear your cache If none of the above succeeds, please thoroughly work through  Step 4 .  (Don't forget the complete Console Log!) Thank you!

The moving is very odd. I haven't seen that behavior from just changing layers. Dragging while holding the ALT key down should keep it from snapping. Alternatively, you could turn the grid off while resizing, and back on once it is positioned. Since you are a pro user, you could use the MapLock script to nail it down once you have it positioned, to prevent accidents.
Here's a screenshot. I'm running Tomb of Anhiliation (downloading my own maps since I have the paper version of the book) but I have it named Tomb of We-Gonna-Die. I'm using Chrome, Version 74.0.3729.169. I'm on Windows 10, Javascript is enabled, no anti-virus software, and the only browser add on is adblock. And I'm not sure how to get the Console Log. 
Hello again Dreamcatcher, Thank you for that information.  I want to make certain i have the correct information. Are you using a map on both the Map Layer and GM Layer? Additionally, please let us know if the suggestions keithcurtis provided helped or not.  Thanks!
I did try what keithcurtis suggested before he suggested it. I already had the grid off and was holding the alt key while moving my map.  And yes, I am using a map on both the map layer and the GM layer. The one on the map layer is a different version of the map on the GM layer specifically for the players.

Is the map an identical copy other than the annotations? If it is, double check the dimensions of both maps and make sure they match. You could have accidentally mis-sized the GM one.
I could not find an exact copy and am not sure how to resize it to be exactly the size of the player map. 
I figured out something. I let the GM map fill the grid then adjusted the player map to match the border.
