Creating CHaracters Inside the character vault outside of a game

Can we have this feature added? I own the DND 5e compendium and want to mess around and make a character using the charactermancer on my own time. I just don't see why this isn't a feature already, but I understand that its been only recently that Roll20 has become what it is today with official integration of systems.

Just create a game, select the 5E sheet and play with your charactermancer.  Edit: As far as creating in the vault, all character sheets would have to somehow be made available in the vault then.  I expect it is a lot easier on their side of things to just have people create in games and store the characters in pure code in the vault.
