Maybe we are talking about 2 different things. In your game settings, you need to set the character sheet you want to use. If you haven't set one, then when you create a character in game, you will have a Bio & Info tab and an Attributes & Abilities tab. If you have set a character sheet in the game settings, then there will be a 3rd tab in the middle of those labeled Character Sheet. You need to choose a character sheet for the game system you want to play from the dropdown in your game settings to have it available in game. If the system you are using doesn't have a character sheet in the dropdown, you can just use the Attributes & Abilities tab to create stats and build ability macros while leaving the character sheet set to None in game settings. If you can't get a character in game, then how to add a character to the game is described in the link from my last post. Go to your journal and click the add button (or right click a folder if you have created one) and select character from the dropdown menu. Once you have added one, it will only be visible to you. You will need to edit the permissions and assign view and edit permissions to your players for them to be able to access and edit their sheet.
