Where to Post Homebrew game system rules

My friends and I have been playing a homebrew game system for a few years now and we decided to make a character sheet for it After using the character sheet for a while we want to publish it to roll20 but I do not know where post the rules to complete the "Rules must be readily available" fulfillment

If it's homebrew for your game, you probably don't need to publish it; you can just create a game using it as a custom sheet. Are you planning on making the system more broadly available?
We are hoping to make it more broadly available And though a few of us have pro some of us want to run one shots using the system without having to buy pro

I can't answer to the requirements for publication, but in case it falls through, a Pro can crate a game and delegate GM status to a given player, regardless of their subscription level.

My suggestion is slightly off topic for Roll20 but I would suggest that you create wiki pages or a blog / web pages of your system so it would be readily accessible. This would let more people start playing your system more. This would help it meet the more broadly available requirement. Back to being on topic: If you have your sheet created and it works, setup a github and get the sheet listed in the Roll20 production sheets (drop down sheet list). This will let your game system be used by more and more people. If you have the wiki / web pages created, you could reference them in the sheet or in the readme file, maybe list it in the json file so it is displayed next to the preview.If you do this, you would not need to be a pro subscriber.  The first step is of course getting the rules available which is why I made that first in the post.
