My suggestion is slightly off topic for Roll20 but I would suggest that you create wiki pages or a blog / web pages of your system so it would be readily accessible. This would let more people start playing your system more. This would help it meet the more broadly available requirement. Back to being on topic: If you have your sheet created and it works, setup a github and get the sheet listed in the Roll20 production sheets (drop down sheet list). This will let your game system be used by more and more people. If you have the wiki / web pages created, you could reference them in the sheet or in the readme file, maybe list it in the json file so it is displayed next to the preview.If you do this, you would not need to be a pro subscriber. The first step is of course getting the rules available which is why I made that first in the post.
