New macros not showing in quickbar to players

The macros I've had for a while are showing, but the new ones I make will not show for my player. He has refreshed his screen, I've turned the macro's "in bar" setting off/on, as well as the show quickbar setting. Here is a picture. "Magic missile" and "new darn macro" are the ones that won't show, while the older ones are all visible. There is also a picture of the macro data for the new one and an older one (potion of healing) that works fine. Any help would be appreciated.

With the Edit Macro screen upon, scroll down to the bottom. The Show To Players option is hidden by default. Its a  terrible design, I've had this same confusion myself too.

Also, the token action bar and the macro quick bar are also different things (another somewhat confusing bit of labeling).  As far as I know, you can't add anything to another person's macro quick bar at the bottom of the screen.  The "show as token action" will make it appear in the macro bar that appears across the top of the screen when a token is selected.

To add to this, setting "In Bar" and available to "all players", will put it in your bar, but it will only display in the collections tab for them by default. They can click "in bar" for themselves, but it does not display in their bar automatically. This is likely by design. You are making it available for them, but they get to make the ultimate call as to whether or not to display it. In other words, "In Bar" is a per-user setting.
