I'm trying to put together a game with someone that lives in another state. It would be nice to be able to add him as a Co-GM so he has access to the GM overlays and can edit maps. If there's some way to do this already, I haven't seen it.

There's no way to do this currently, though it has been discussed. I've added your comments to the devs' list. There's also a (slightly) longer discussion going on here if you're interested.
