What exactly is missing? Where are you expecting to find it? Did try access to it immidietly after purchasing it?

i bought a map and it says   Can only be used with Roll20; cannot be downloaded. so i looked it up and it says it should be in my Marketplace purchases tab but its not there

It probably isn't going to be with the artwork.  Look at your game settings page and see if it is listed as an addon you can apply to your game.  If it is, you apply it, and the maps will be in the map pages bar.
