Foreground Layer

Being as there are animated weather assets, it would be extremely helpful to have a Foreground Layer. This would alloy the DMs to add these weather effects, on top of tokens, but allow the tokens to still be selected. Also adding an Opacity slider, much like the DM Layer's slider, would allow DMs to place art assets in front of the tokens, such as tree tops, roofs, pillars, arches, multiple floors; and control how much of it obstructs the player's vision. The addition of this layer would add verticality and immersion to battle maps.

You might want to request this be closed and add your vote to an existing layer suggestion. I know there is supposed to be something coming in the "Layer Up" update they have talked about in the past, but the problems with AFoW delayed it. I was going to post a link to somewhere they talked about Layer Up, but I didn't find it in a quick search. Found a link: https://blog.roll20.net/post/183413805810/2019-quarter-2-roadmap-roll20-community
