Second Turn order pop up or something similar?

Basically I want to know if there is a way to make second pop up like the turn order that everyone can see. We're having trouble keeping track of certain stats in combat and a second little chart that everyone can see would help tremendously. 

The simple answer is no. If there are specific things you want to keep track of, you can make a macro or api script that disolays them, and post it into chat as you need it. But there's no way to have a permanently floating popup like the turn order.

 You can manually add anything you want in the number field of the turn order: turn "17" into "17-blinded" or 17-23hp. The tracker will still sort by the first complete number in the string. Unfortunately, this must be done manually. You can only use a macro to change numerical values in the tracker.
