The final decision is up to Roll20, but I strongly suspect that they have no room for interpretation, and are contractually obligated to follow a strict adherence to a specific text. For instance, there are areas of the SRD that disagree with the current rules, but no one is legally allowed to change the wording of the SRD*. In these cases, Roll20 must use the SRD as written. I have no idea what their official source is. Hopefully it is something that has been updated and which they can change on their end to match. *DnDBeyond has a much, much tighter integration with WotC, and seems to be able to update using a different standard than other licensees, such as Roll20 or FG. In this sense, they are closer to partners.
