Cannot use subscription credits without providing credit card info?

I am trying to reactivate a plus subscription with $20 subscription credits.  But when I try to activate plus, it asks for credit card information.  There is no apparent option to use my subscription credits. If I have to provide my credit card to use the subscription credits I already have, why?  I have already spent $9.98 without the use of a credit card, so it is a new change which seems anti-consumer.
