5e Dragonmarks Miscategorized

I think the Dragonmark Subraces for Eberron Rising are miscategorized in the compendiem and the charactermancer. I keep seeing them show up as full races rather than subraces during character creation. The subraces in question are the Mark of... Detection Half-Elf, Finding Half-Orc, Finding Human, Handling Human, Making Human, Passage Human, Sentinel Human, and Storm Half-Elf. Is this intended, a current limitation of the format, or a bug?

I believe they're set up that way because humans, half-elves, and half-orcs don't normally have subraces.

I thought this too for Half-Orcs but Humans do have subraces in the form of Variant options. And while Half-Elves have subraces such as those that are in the SCAG that are yet to be implemented, these subrace options still exist.
