Difficulty uploading/using animated files (webm, mp4)

This problem seems to have been around for nearly a year, now: I cannot upload animated files. For my .gif file this is understandable; it's nearly nine hundred mibibytes in size. As a .webm it's 440 KiB; an MP4 is even smaller at 263 KiB. They "upload" (for a given value of the word) with some difficulty, with the download bar freezing at about one-third full, though after a refresh they do appear in my library. Trying to place them on the table changes the preview icon for the page, but they are otherwise nonexistant on the map itself; they cannot be selected and are not visible.

These problems persist on both my preferred Waterfox and my family's Chrome. Nothing I have tried helps, including Roll20's steps to solve technical issues.

- Browser: Waterfox 56.3 (64-bit)
- Windows 6.1 (commonly known as Windows 7) Professional, Service Pack 1.
- Javascript is enabled, although it doesn't show as such on https://supportdetails.com/ .
- No anti-virus.
- No browser addons of note, and those I do use are disabled on Roll20 anyway. Running Waterfox in safe mode (all addons and extensions disabled) actually makes things worse.
- Console log created to the specified guidelines; I logged in, switched to my library, pressed the upload button, and tried to upload my file. https://pastebin.com/p0jfUT5m

The file I had uploaded two days ago has apparently been quietly processing in the background this whole time and now functions as expected. Lesson learned: if I need animated backgrounds in my game, upload them days in advance.
