Using Character sheet for new characters

Hey guys, I'm new to Roll20. How do I create a completely new character using the character sheets provided on roll20? Do I need to be in a game currently or have a premium account? I wanted to make a Pathfinder character using the official sheet.

You need to do it from within a game, either one you are a player in, or in a game you create. Neither option requires a subscription, though you will likely need a GM to create a blank sheet for you for a game in which you are not the creator. If you create a character in a game that you have made, you can likely use the Character Vault to bring it into another game depending on if the GM has turned on access.

I'm having trouble finding the create character option. I've tried logging in as a GM and a player, using the Pathfinder rules and Roll20 character sheet for Pathfinder but I don't see any options that would let me build a custom character in the game or the options for it.
