Hi Steve, welcome to Roll20! To create a sheet you need to be in a game, this is often done once you have a group and the DM will assign you a sheet to fill in as each DM will have their own preference for systems with multiple options (5e, Pathfinder etc). However, for those, like yourself, who like to be prepared or just play around with character ideas, you can always set your own game up with whatever sheet you want and create characters to your hearts content. As a free user your options to get that character into a game will be somewhat limited but nothing a bit of manual rekeying won't fix :) Check out the wiki for some new starter info (please note that the tutorial has some known issues but should give you the gist of how the VTT operates). This thread also gives some great information for new players looking for groups (as a disclaimer I'd urge you to have patience in finding a group since there are many more players than DMs out there and finding the right fit can take some time).
