"Insert Horizontal Rule (CTRL+ENTER)"

When going into the settings of a token that's placed on the map, I often mouse over the button "Insert Horizontal Rule (CTRL+ENTER)" button in the GM Notes section on my way to clicking "Save Changes" at the bottom of the window. The little pop-up which shows up then - it says "Insert Horizontal Rule (CTRL+ENTER)" - sometimes stays there covering things forever, until I refresh the page. Then it disappears.
