Low level world with players with no magic..any interest?

I would like to gauge interest on a game concept. In this game none of the players could be magic using classes, though there would be magic in the world. In addition there would be a low level limit, much lower than 20 maybe as low as 3. This would be much more a campaign of people designing a character they love role playing and much less about becoming super powered. The characters would be much more capable than a level 1 warrior, but never so capable they could solo a dragon.  IMO, as the players get higher level and there are more and more magical ways of doing things the excitement and challenge tends to fade away. I've always enjoyed the low level of play more. Would this appeal to anyone else? If so, please simply post an "Aye" or your thoughts if you have any you would like to share.
Aye. I don't know if I have any free time to actually play, but I sometimes enjoy characters with a low level target as the end of roleplay life.  Not every PC is conceptualized going to take on interplanar beings, an ancient lich, or adult dragons.  Sometimes being the best performer in the kingdom, or the best knight, or just really good at protecting a certain patch of forest is the end aspiration.  By the same token, not all worlds have to offer challenges off the charts.  Dragons are long gone, no one can tear holes into reality, science and mystical knowledge only go so far. Sounds fun to me.

Well currently I was just kicking around the idea. But most likely 5e as I know it the best. And thanks Ajax

Aye.  Depending on the time slot, I'd be into it. Most games I have participated in have ended at relatively low levels anyway.
Thank you all for the interest. I will give this idea much more thought and see if I can get something put together. I will let you all know when I do.
Zweihander is a really good system for this type of adventure.

Aye, im intresed. would monks be considered non magic? I'm guessing you could still play a ranger without the slots but what about beast companion? I feel like a 3rd level beast master ranger would be fun to play as I always felt they never really stacked well to high levels. would races be resricted in any way? this is an intresting concept to me and i already have a low level game (6) with magic so trying without too would be a fun comparison.
