is there a way to make npcs but keep them hidden from players. like give an npc a character sheet that the players cant see unless you let them?

All you have to do is not assign the npc sheet to anyone. It stays strictly for the GM to view then. If a token needs to be hidden, the GM can shift it to the GM layer where that token becomes invisible to the players also.
