The person running the game gave you permission to view the sheet.  That allows you to see the sheet in the journal and look at the "Bio & Info" tab, which is what is shown in your image.  That person needs to also give you permission to edit the sheet.  That will allow you to see the "Character Sheet" and "Attributes & Abilities" tabs.
