I'm new here and still deciding if I want to purchase the subscription. Question, will other players have to pay for an account in order to join and play in a game on the virtual tabletop?

The answer to that is no. Neither players nor GM is required to purchase subscription and all can play free, start a campaign for free (GM), and mix together subscribers and non-subscribers. Subscribing gets you some additional features-benefits in the program, and helps support development of Roll20. If the GM is subscribed, all the nonpaying players in that GM's campaigns will "see" certain benefits provided by the GM's subscription, no problem. The benefits are listed, of course, on the SUPPORT US link at the top of the page.
What Gold said. All the player needs is a free account, the campaign URL and a compatible browser and they can pop right into the game.
If you are a serious(ly crazy) GM, like me, you will want a subscription for the Dynamic Lighting and some other goodies. I can suggest that if the $ or £ is the issue, ask your players to help you reach the goal. The players benefit from the tools as much as the GM, more if you consider they only have to watch the show, not build it.

hi all i am little new to this so not sure but ill ask' i made a map of a dungeon can i give it to other ppl some how or only can have ppl join in to it and play !?

depends on how or where you make it. If you use a graphic program on your computer (gimp, photoshop) or an online site that allows you to create and store it on your computer then yes but if you build it inside roll20 in you own account then it is only usable by those that join your game. There is no sharing between accounts.
