Welcome to Roll20 Foxx! You can create as many characters and games as you want or join as many games as you can get accepted to, regardless of your subscription tier. If your GM is a plus or higher subscriber, or running one of the many marketplace modules with the all access vault enabled, you can make your character in a game of your own (making sure to use the same character sheet template that your GM prefers for their games), then store it in your character vault. When your GM invites you to the new game, ask them to enable character vault import, and then simply import the copy of your character from your vault into the game once you've accepted the invite to it. You also don't have to do any of this. Your GM might want you to wait till they've created the second game and then will create character for you to edit there.
