Lost Mine of Phandelver - Goblin Rolls Always Public

I'm not sure how the game got into this state but every roll for goblins is public, without the name of the NPC in the roll.  I've tried toggling the settings back and forth but no luck.  Every other NPCs rolls are private to the GM except for the goblin and I can't seem to change it no matter what I try. Are there any troubleshooting steps I can take here?

I've also set it to "Toggle" and selected "To GM" and it still rolls everything publicly.  Feels like a bug.

Please check if these issues persist when using both Chrome and Firefox. Step 2: Ensure that there are no extensions/addons interfering with Roll20. Please disable all add-ons/extensions.
