You can upload it in a higher resolution. Are you saying that when you zoom in it's blurry, even at native resolution? (70 pixels/unit)
In addition to what  Kieth said I have notice with higher resolution and large map the blurring can be part of loading and re-rendering of he zoom and depending on the size of the image that can take a bit. Graphic cards, system specs, and internet speeds will play a role in that.  Another thing to consider is if you are extracting imaged from PDFs they are not optimized for VTT's so your milage may very with resolutions. That blurriness is due to the pixel to grid size ratio, so when you zoom in it looks blurry. There are ways you can try to improve that using photoshop or Gimp but my experience has been your better off creating your own or finding one that fits that free on the interwebs.

yes / maybe. I would be happy to help with this. I'm GM'ing a game today though so I will check back later. What is your map (original file)? From your computer, or from Marketplace of Roll20? What zoom level are you seeing it blurry? Generally the answer is have a higher-resolution map JPG, and, don't over-stretch it beyond its original resolution on the tabletop. This is not a hard-fast rule, it can change depending on a lot of graphic quality factors, so let's take a look at your specific map and page settings.
heres the map i got...<a href="https://www.pinterest.com/pin/212795151122662525/" rel="nofollow">https://www.pinterest.com/pin/212795151122662525/</a>

Looking at those maps they are large enough and high enough resolution you really shouldn't see any blurring or fuzziness (depending on how far you strech it and how much you zoom in.) Can you takek a screenshot of what you are experiencing?
