First Timer: Why can't I create a character, edit one, or find the charactermancer feature? (pro subscription)

I am trying to setup a campaign for the first time and according to the Character vault there should be an option to create a character, but I don't have one on my screen. All I can do is to Import a Character. And when I use the Import option I am forced to choose a campain (I have a test one), but then I have no freedom to select my race, roll stats, etc. Is this a known issue? I am a first time Roll20.net user and I am finding the article steps don't appear to match at all for first timers simply trying to create a character, I can't seem to find an Charactermancer button, and I can't add or modify characters that I am adding to my test campaign. I could sure use some steps + screenshots if you please. Screenshot #1: Why isn't there a create character button in my character vault? Oh, well let's try Import.. Screenshot #2 - Why is there a fixed list of characters? Why can't I create my own and then add it to my campaign? Screenshot #3 - So I added a character even though I just want to create a character. So why can't I modify the race/avatar/settings to what I want this character to be?

If you can create a character from within the vault, I am totaly unaware of it. I have always created characters from within a game and exported them to the vault.

Character sheets don't actually exist in the Character Vault. It is a raw data snapshot of your character, and only meant for storage and a means to migrate your character from one game to another. You need to edit your character in a game with the correct character sheet selected.
Thanks Mark, Patrick, and Kraynic for the responses. I followed the links and advice and I am good to go.
