Creating non-monster NPC of levels greater than first

OK,  as this is my first Roll20 5e campaign I am running I am coming up with some basic questions.  I have my first pass on the maps and have a fair idea on how to create the 18 or so monsters I want to use.   Now I am down to the Humans, Half-Elves, Dwarves, and Half-Orcs that populate my world.   Most are levels 2-10 (common folk through Nobles/City watch Captain,  and the villains level 1-10(Bandits, smugglers, Invaders).   

If I create them like normal characters they start at level 1.   Do I then just add XP for the correct level, or do I just alter the level?  As far as class goes what class to you use for a farmer or town mayor?  (OK, I am creating a fantasy Mayor and making them honest and truthful :) ) 

Has anyone created a macro to create these types of NPCs?  Put in the race, class, level, and out pops a Character sheet that you can fine-tune if you want to do so.

You're making more work for yourself than you need to. Just fill in an NPC statblock, using the default NPCs as guides. NPCs in 5e do not use PC rules.

OK, thanks for the encouragement!  It does leave me with the question of level 2+ for the NPC.   Do I just upgrade them manually?

I used to use that to generate NPC's and then transfer them to an NPC sheet in Roll20 manually.  I strongly recommend a monster manual of some sort from the marketplace.  It will save you a ton of time.
