New to Roll20 subscription questions

sorry, I looked for a bit and couldn't find a place to post this so I chose to do it here. Q: If I have the mid range subscription which allows for Dynamic Lighting, but the other players only have the free version, then when I DM a game, will they not have this functionality? Q: Can you NOT create a new character unless you have the high end premium subscription? does this mean you have to play with predetermined characters? Q: If I have Shared Table Features and they don't, will my features be available to them when we are playing? maybe cover the above questions? Thanks!

All features available in a game are determined by the account perks of the game creator.  Subscription level of the players doesn't affect the game at all. Subscription level has nothing to do with creating characters.  The game creator (or someone promoted to GM) can click on the add button in the journal and select character to make a new character sheet.  Set view and edit permissions to allow players to interact with their sheets to build a character.  Anyone can create a game of their own with whatever sheet they expect to be playing with, create as many characters as they want, store them in the character vault, and then import them into a game if the game allows vault access.

It can be confusing when the pages say that Pro subscribers can create custom character sheets. Pro users have the ability to create what you might call new character sheet forms or templates - basically a new layout of the sheet. As Kraynic says above, anyone can create characters using the many, many forms/templates that are available to the community. Pro users can use a custom sheet just for themselves, or within Roll20's guidelines, can submit it to the repository to share with the community. Pro users can also post their custom character sheet code on sites like Pastebin for other Pro users to grab and use.
