Dynamic Lighting (See but don't move)

Using the UDL, how can I create torches or any light source that everyone can see but only the GM can move?

Put them on the dynamic lighting layer.

The default behaviour for any token with "emits light" should be that players can see the light but not move the token. They can only move a token if you edit the settings to give them permission, unless it is linked to a character sheet for which they have permission. It should work as you've described straight on the token layer. Putting it on the DL layer as Keith suggested will make the token invisible but the light visible. If you're not getting any light coming from it, it sounds like you might have it set to darkvision instead of emitting light?

This is also true, and a simpler solution. I'm surprised though about the light sources on the dynamic lighting layer not working. This is basic to Legacy and I assumed it would also work in UDL.

It seems to be working fine for me in UDL, with the same behaviour as legacy. Light-emitting token on the token layer is visible, and its light is visible. Token is not able to be selected by player unless given permission. Light-emitting token on the DL layer is not visible, but the light is still visible. Token cannot be seen or selected by players. Light-emitting token on the GM layer is not visible or selectable by players and emits no light.

Bright and re-joined as a player then saw nothing but darkness. All under the UDL settings with UDL enabled on the Page as well.  Just tried on GM Layer and DL, same results. Re-joined as a player and darkness.

Firstly, set up a dummy account and log in from a separate browser or private browsing window so you can test your game in real time. This is more accurate and far more convenient than logging in and out constantly. Secondly, when you say "re-joined as a player then saw nothing but darkness." does that mean you can't even see a token? You'll need at least one token, on the token layer, assigned to a player and with "Vision" turned on in the token's DL settings, or they will not be able to see anything at all regardless of light levels. Any player who joins your game must have permission on at least one sighted token on any map with Dynamic Lighting, or they will get darkness.

Do you have (regular) Fog of War turned on? Actually, it would be really helpful if you were to post screen shots of the light settings on the page, the light emitting token, and the sighted token.
