All audio played through the roll20 audio (Jukebox) is played so everyone can hear it. I have not heard of away to specify a specific user to hear only specific track or sound. If you want them to be able to have access to your jukebox, that would require a pro subscription and API access and use a Scripted called Roll20AM. However any tracks they played would still be heard by everyone.
