Trouble uploading large files

Hi,

I'm a plus member so I have a 10MB upload limit however when trying to upload a file larger than 8MB my upload gets stuck at roughly 20% and never progresses. I have tried Clearing cache, disabling chrome extensions, using Firefox which was freshly installed with no extensions, disabling anti-virus and nothing has worked. 

Both browsers had the same issue with the upload stopping dead at the point shown in the image below. My upload speed is shown in the second image and is perfectly capable of uploading a file of this size in a reasonable time. Please advise.

As an update I have now compressed the file as small as 3.93MB and the issue is persisting, I have tried webm, MP4, m4v and no change.

If I recall correctly, it took me more than an hour to upload each of several 1 MB .webm files. If the server-side conversion time is linear, that 4 MB file will take hours.
