I think what Vince was trying to say is that Roll20 itself does not support that but you can use a streaming software (such as the free ODS Studio) to create such layouts. However, I don't this this addresses your wish directly since this will create the layout for your recorded session but, as far as I can tell, there isn't a way to bring that layout back into Roll20 to use while you are outside of combat. The best you would probably be able to achieve is to use the other software like ODS Studio with your layout in a browser or some different client that players could toggle between and Roll20. For example, our game uses Zoom for communication so I run Zoom with the cameras at the top of the screen and then place my browser below that so I can see both the Zoom screen and Roll20. In your case, you would probably just toggle between your Roll20 tab and the streaming client tab. Another alternative would be to not use webcam feeds. Just create a static image (similar to the one that you showed us as a sample) and use that. The player images will be there for reference but obviously will not update.
