Ok i guess let me ask more generally to see if anyone has ideas on other ways to do this. I am building an online version of a game where each card has written on it a checklist of actions that need to be completed before the card can be discarded. Is there some other mechanic that will allow me to do that?

The only things I can think of are creating handouts, or text boxes on the map. Roll20 has pretty much non-existent support for this kind of thing.

If the card is a token instead of a drawing, can players edit it by drawing on it? Or is there any way to mark on it at all, like by using token markers? Can token markers be movable/placed anywhere on the token, or do they have to be in the corner?

Is the card face up on the table and visible for everyone when the marking needs to happen? If the card isn't going to be moved around and it's ok for everyone to see it, then you can use the draw tools to draw "over" the card, but it has to be on the table.

The card is face up on the table and that works ok. The problem is that when the card gets discarded, the markings stay and then there are just random markings on the board. I'm trying to find a way of marking on the cards that disappears when the card is discarded.

Then, yep, no way to do that. However you can highlight those markings and delete...it's an extra step, but...otherwise, I don't believe the API could even do that, but I could be wrong.
