What system best supports this?

I'm not...quite sure which section of the forums to put this, but this seemed the most fitting. Anyway, I'm trying to figure out what rpg system fits best (or was designed for) settings based around travelling between islands on airships. If you're something of a JRPG fan or anime watcher, think uh- Granblue Fantasy type settings. Is that steampunk? I don't know. Either way, I'm wanting to try a campaign in a world like that but I'm not sure what system would fit it best...any one have any recommendations?

D&D 5e with Eberron's magical technology might work. W.O.I.N. (What's O.L.D Is N.E.W.) might also work. You can start with a fantasy core and merge in modern or sci-fi elements.
