An animated Gif would do it. Search for the effect you like as a GIF. When you import it, you can resize, light,... Put it on the Map layer, so it doesn't get flopped around, and Bob's your uncle.

Better bet might be an animated image (gif or mp4) that you swap from the GM layer.
