Yes, you have to be on the same layer as an object to be able to interact with that object. That is normal. You can't interact with objects on the map layer unless you are on the map layer (and the players never can be), you can't interact with things on the token/object layer unless you are on that layer (the only layer players can interact with), and you can only interact with things on the gm layer if you are actually there. There is an entry on the toolbar for changing what layer you are on, and there are keybinds to change layers also. This is normal behavior. If you aren't using "loose" tokens, you set the permissions on the journal/sheet that the token represents and the token will inherit those permissions.
