Make GM rolls public?

Seems to default to private rolls for the GM, is there a way to make them public or toggle it?

I'm assuming you're using the Roll20 5e sheet. Go to your game settings (outside the game, click on setting button then game setting) and scroll down to the sheet template. There is a setting you select there and that will make all new sheets roll what you selected. Now go inside the game and click on the settings tab. Scroll down to the bottom and click apply default settings. This will apply it to all current sheets.

Are you rolling from a character sheet?  It's likely that you have that character set to "Whisper to GM".   Here's where you need to adjust it for an NPC: Here's where you need to adjust it for a PC:

Yes, sorry for the lack of a detailed post. I am rolling as GM from NPC sheets. I had set the game general settings to "never whisper rolls", however @keithcurtis response seems to clarify there's a bug in that setting. I'm rolling for NPCs / creatures from the character sheets. For creatures I'm dragging and dropping from the compendium, however seems like I have to change a setting in the attribute around whisper rolls.

I'm wondering if there's a macro for me to turn on wtype = "" for all tokens?

I wouldn't bet the farm on that until I tested. The D&D 5th Edition by Roll20 Sheet has a spotty record with responding to settings toggled via the API. If you follow the steps I gave, a compendium dropped creature should obey the setting. Is this not happening? Since this is a character setting and not a token setting, the steps should even affect creatures in journals.
