Players' Access to Certain Pages outside of the GM moving them to the page

In my games I tend to use a landing page with general info, a map of the region page and then as many pages as necessary for specific locations. These specific location pages have pictures of the various NPCs with some thematic art and possibly the map of that location if its a town or outpost. This is in addition to the normal 'tactical battle map' pages for when combat breaks out. The group often gets into discussions and wants to reference something on a different page as part of the discussion (regional map being the most common). We currently use Handouts but visually handouts are more limited and less interactive.  It would be handy if players were able to drag their avatars to certain pages (similar to how a GM can split the party between two or more pages) without the GM needing to be the instigator for that action.  I wouldn't want players to see or visit all pages but only certain communal pages. Ideally under the pages there would be a drop down window the GM would setup giving access/visibility rights: GM only, Party, or even a specific player. This would prevent a player from visiting or even knowing there is a next level of the dungeon. It would allow players to visit the region map or look at the NPCs in that last town they passed.
