Can the API parse a data block and create a character sheet from it?

I'm running a 4th Edition D&D game and using masterplan for statting up a lot of my encounters, then by hand transferring the relevant monster stats to roll20 by making character sheets for them.  While this makes running my game pretty quick as I can just click the relevant roll button in the character sheet, it makes prep a PITA for me to copy all the data across.  What I was wondering is if I upgrade for API access can I write a script that parses a datablock (json or xml or similar) and in turn creates character sheets from it?  My looking at documentation and other users questions tells me that it couldn't access external data, so I would need a handout or journal where the content was my data block that i would need to copy and paste in manually then run the script, but that is way less hassle than manually creating things.

Others have done similar things to import character attributes from external sources for other game systems, so I don't see why this couldn't be applied to 4E. Examples: BeyondImporter HL-Import
