
There are 23 greater noble houses in the Elven empire. Though there are several minor house, these
23 families hold sway over most political matters dealing wit Thechlon. Thechlon is ruled by a council of elders
that is composed of the top 12 elite houses.
Every century, the council holds an election and elects The First Speaker
or simply referred to by the honorific Speaker. This position is voted on by all members of
the noble houses, greater and lesser.
The only requirement to become speaker is to be sponsored by one of the
recognized houses and to carry a simply majority vote. There has never been a wood elf that has
held the position, though extremely rarely, there has been non-nobles that through
their accomplishments have held the position of First Speaker. The position of First Speaker acts as the chairperson for
all meetings of the council and makes sure that all official business is held
in a cordial matter. The First Speaker
is also allowed to either bring matters to the council floor, or to refuse to
have certain activities recognized by the floor, basically vetoing the action
before it ever comes to a vote.
The Speaker only votes when the Council is deadlocked. The Grey elves maintain 6 seats upon the
council, the High Elves 4 and the Wood elves 2. By tradition, a noble of the Wood elves is
given the position Lord General of the Elven Armies. This is because most of the ground forces of
the elven army comes from the word elves.
A Grey Elf is given the position High Mage over spellcasting. This position is highly honorific is often
given to a respected elderly Grey Elf Council member. This position overlooks the wizarding academies,
the sanction of new spells and rituals.
