Handouts not opening

I am the DM for my campaign and I am running on Chrome. I am running CoS and when I close a handout it won't let me open it again without leaving the game and coming back. I am not running any extensions or anything. I've cleared my Cache and it still has not fixed the issue. Is there a way to fix this?

Not sure what all it affected, but there was a recent Chrome update that has been causing some strangeness from what I have seen come across the forums.  Have you tried on Firefox to see if the problem persists in the other supported browser?

I reported this several days ago in the Help Center. It is an issue affecting Chrome, and the bug seems to happen to any handout that is closed after having been popped out into its own window. In my testing, it did not occur on handouts left within the VTT area, nor in Firefox at all. Hopefully, Roll20 can figure out what in the latest Chrome update is breaking the behavior.
I am having the same problem in Chrome and have been for some time.  In my own game, if I click on a handout, it will open once. If I close it, it will not let me open it again until I have exited the game/reloaded the game.  I have disabled all my extensions, cleared my cache and even shut off my anti-virus.  Nothing seems to work.  This is VERY annoying. Has anyone posting here come up with a solution to the problem? I am using Chrome version  Version 87.0.4280.66 (Official Build) (64-bit)   on Windows 10 ( os build 18363.1139)
Kraynic,  I have a hard time running a game from Firefox. I am running Shadowrun 4e with the character sheets provided by Roll20. In Chrome, I can pop out my NPC character sheets, right click on the header tab and open them in a new tab.  I do that for each NPC. These tabs then can be collected together and toggled thru in one browser window.  I use two screens to run my game. You can't do that in Firefox and it is nearly impossible to keep track of the many NPCs I have to run. 
Popping handouts into their own tab/window is often the cause of this problem.
