No, the Dynamic Lighting portion of marketplace purchases requires a Plus or Pro subscription.

However, the dynamic lighting features will still be there, just unseeable and unusable. In other words, if you were to buy a DL-enhanced map, and then upgrade to Plus at a later date, the features of the map would immediately become available.
