Setting Visibility out to a range?

I am trying to make someone's visibility only out to 30 feet. It is not based on the light. They shouldnt be able to see something if the light is farther than 30 feet, but if the light comes in 30 feet, then they can benefit from it. It doesn't seem like I can do it, but is there a trick I can do?

I am not sure I fully understand the question. Are you saying the player would have some sort of opaque bubble around them and can't see a light source outside of a range of 30 feet as if there was a wall blocking that vision?
Sort of. I am trying to create the conditions of a blizzard from Rime of the Frost Maiden. Visibility is reduced to 30 feet.
There's no 'max visibility range' setting that I'm aware of, but I've seen a couple suggestions for it in the forums before.

Okay got it - so I believe the best way to get close to what you're asking for is to just turn of global illumination, make sure nothing on the map has the 'All Players See Light' option selected and give everyone a radius of 30 feet. From there, if you have a particular light source that is stationary, you could add a macro that turns on the 'All Players See Light' condition manually once they are within that threshold, but even then it's not exactly what you're asking for. I don't know much about token scripting, but it would be neat if there was one to link a dynamic lighting wall in the shape of a circle surrounding the token that moves whenever the token does. It'd likely look a little rough though since circles are difficult with the dynamic lighting layer.

You could just change the tokens to "emits light", that way they are there own light source. I'd probably make it so others don't see it, though, that way they can become isolated...

That could be done, but unfortunately would produce an undesired effect if there were overlapping fields of vision, as all dynamic lighting lines affect all tokens equally.

An API script could certainly combine the effects above - turn all the lights out (backing up the original values), assign 30ft vision and maybe assign the tokens a blue or grey aura to make everything foggy. That could then be toggled on and off with a button. It would require Pro though, of course.
