Explorer mode per player vs per party?

Currently whenever any token that has vision moves into any area the entire party has that area revealed in Explorer mode (greyed out map layer is visible), regardless of whether or not that player has control over the token that can see the area. Is there a way for this to occur per player by what tokens they control or is this just how it works? The basic issue is that I do not want a player who has not had their token move into an area know the layout, so the way it works now seems counterintuitive. Any advice is appreciated.
I think it could be a bug. I have ONE map where one player sees everything, and for the others it works as intended. No idea how to solve that btw
