Well, the basics are fairly simple. Find or make a paper texture (there are tons of these available online) and add it to the bottom. (if you're using libre office or similar you set it as a background, then change the page settings so you have no margins, that way it will stretch to the entire page). Then you just write using a suitable font (or you could do it by hand, if you're using GIMP/Ulead and so on). Now you have that much, but the text will, most likely, be very clear and dark. We want it to look a bit more like proper text, so here it diverges a bit. If you're using LibreOffice, add the same texture again, this time as an image, set it as "float above" for the text, then stretch to cover the entire page, now go into it's properties and change it to about 30% opacity. If you're in GIMP or similar, change the text layer to, say, 60% opacity and add a slight blur to it. Now you should have a note. It takes roughly ten minutes to make one when you start out, it becomes a lot less as you learn where everything is and how to use it.
