Whispering NPC rolls for DnD 5e

I have purchased the LMoP set for Roll20 and in the game's settings I have changed Always Roll Advantage to Toggle Advantage, and Never Whisper Rolls to Always Whisper Rolls. I have saved these settings multiple times yet they just don't happen in game. I don't have a problem with manually changing the advantage rolls in my player's sheets because there's only five of them, but having to go through every NPC and Monster to change it manually is a lot of extra work. Am I doing something wrong that I need to change, or is this a one-off bug.
